Union Government launches Coal Mitra portal to facilitate flexibility in utilization of domestic coal

The Union Ministry of Coal has launched Coal Mitra, a web portal for allowing flexibility in utilization of domestic Coal.

It was launched by Union Minister of State (IC) for Power, Coal, New & Renewable Energy and Mines Piyush Goyal in New Delhi.

Key Facts
  • The Coal Mitra Web Portal aims at optimum utilisation by private as well as public power companies of the coal.
  • It facilitates transfer of the coal reserves to more cost efficient State/Centre owned or Private sector generating stations.
  • The portal allows coal swapping between PSUs and the Private Sector in transparent manner and also helps to reduce operational and logistic costs, bringing power tariffs down for the consumers.
  • It facilitates state/Central Gencos to display information about normative fixed and variable charges of electricity for the previous month.
  • They can also display margin available for additional generation so as to enable the utilities identify stations for transfer of coal.
  • It will host data on Quantity and source of supply coal to the power plant, Operational and Financial parameters of each coal based station and Distance of Power plant form the Coal mine.

Union Ministry of Mines launches web portal for star rating of major mineral mines

The Union Ministry of Mines has launched web portal for Star Rating of Major Mineral Mines with an aim to promote sustainable mining.

The portal was launched by the Union Minister of State (IC) for Mines, Power, Coal and New & Renewable Energy Piyush Goyal.

  • The online portal was developed by IBM (Indian Bureau of Mining) through NISG (National Institute of Smart Government), Hyderabad.
  • The innovative scheme of star rating of mines was launched by the Union Ministry of Mines through IBM as part of Sustainable Development Framework (SDF) in the mining sector.
  • The main objective of this system is to bring all mines to a minimum standard of Star Rating in the shortest possible time frame to adopt sustainable practices.
  • Based on the performance of the mining leases, a one to five star rating would be given to the mines. Initially, the star rating will be done for mines of major minerals.
  • The star rating will be based on the following parameters: (i) scientific and systematic mining, (ii) addressing social impact of resettlement and rehabilitation, (iii)local community engagements and welfare programmes, (iv) progressive and final mine closure and adoption of international standards and (v) adoption of international standards for mining operations and reporting.

Comment

The star rating will help in collation of various technical, environmental and social data by IBM, which will be utilised to allow better management and monitoring of mining areas. In the long run, it will help in formulation of Comprehensive Regional Plans to address cumulative impact in mining areas through coordinated and collective action.

Union Power Ministry launches e-Trans & DEEP e-bidding portals for electronic bidding and e-reverse auction

The Union Power Ministry has launched ‘e-Trans’ & ‘DEEP’ e-bidding web portals for electronic bidding and e-reverse auction of tariff-based electricity transmission projects.

They were launched by Union Minister of State (IC) for Power, Coal, New & Renewable Energy and Mines Piyush Goyal in New Delhi.

  • These portals have been developed by Rural Electrification Corporation Transmission Projects Company Limited (RECTPCL), a subsidiary of REC Ltd.
  • These portals seek to enhance transparency in power transmission sector.
  • It marks shift from present manual auction process to electronic mode for determining the lowest bidder for projects.
  • e-Trans: It is a web platform for e-bidding and e-reverse auction for Tariff Based Competitive Bidding (TBCB) in transmission projects.
  • DEEP (Discovery of Efficient Electricity Price) e-Bidding portal: It will provide a common e-bidding platform with e-reverse auction facility to facilitate nation-wide power procurement through a wider network in order to bring uniformity and transparency in the process of power procurement.

TARANG Mobile Application and portal

Besides, the minister also launched ‘TARANG’ (Transmission App for Real Time Monitoring and Growth) Mobile Application and portal. It will be used to monitor execution of the under construction power transmission projects. It tracks upcoming transmission projects and monitor the progress of Inter-State and Intra-State transmission systems in the country. It shall also include status of stalled/delayed transmission systems in country.
